There are two possible reasons.
1) you have the redeye reduction feature turned on
2) you are shooting in very dark areas and the auto-focus assist on your camera is sending out pulses of light to help the lens focus

I have a Panasonic FL360 Flash unit and a broken Panasonic FZ50. I want to buy a Canon DSLR however I don’t want the Flash unit to go to waste. Can I use the FL360 with a new Canon DSLR?

Call Canon first. Generally Canon DSLR camera cannot use flash units that have trigger voltages higher than 6v. 800.OK-CANON
Nikon DSLR’s seem to be more tolerant when it comes to foreign electronic flash units.
My data base shows all National (Panasonic) electronic flash units to have trigger voltages of either around 10v all the way up to 240v.
You will have to call Canon and ask for sure

They are both roughly the same price at the moment. All that is concerning me is that the Canon doesn’t have an IS kit however I can use any Canon lens to fit it.
Does the lack of IS kit make a huge difference?
Which would you recommend as a beginners SLR?

You can get the Canon EF-S 18-55mm IS kit with the Canon which has IS.
Your better off going into a shop and having a play with both, as both are good entry level Cameras and one isn’t ‘really’ superior to the other.
The Canon has live view (you dont have to look through the lens) and there are some compatibility problems with the Nikon Lens’
However Nikon has a bigger screen to view the images on and maybe a little more user friendly.

Most people will be biast towards one due to there own preference however you will notice very little difference both Cameras. Best advice, have a go with both and see which one you prefer!

I don’t like LV however I quite liked the 60D. I’m far more concerned about the plasticky shell. But then the 40D, 50D and 7D all have live view. And if I’m interested in going macro work I’d either shoot tethered or buy myself a Rolleiflex SL66 or a 4×5 Sinar both of which have bellows and perspective control.
For macro work:
Tethered > Live view > TTV (arguably the SL66 with it’s waist level finder and larger recording medium is superior to tethered shooting on a small format DSLR, however if you had a digital back of some description then tethered medium format is pretty much unbeatable).
For portrtaits
Tethered > TTV > Live view. Again working in medium and large formats always is going to beat small format.
For landscapes
VF is for composition. Focusing is done with hyperfocal charts
So the reason live view is pretty pointless is because when live view is useful, tethered shooting usually applies.
If I had the money I’d get myself a ‘blad 503 with film and phase one digital backs, and a MacBook Pro. Otherwise I don’t see what the 60D offers that the 40D and 50D can’t already do, I’d spend a little extra on a 7 or 5.

Of the ones you listed the 50D is the newest and best model. Image quality wont be any different from the others in low to medium ISO range though the 40D and 50D will perform better at higher ISO settings.
The biggest difference between the 40D and 50D and the others is that they are built better, have weather sealing and are easier to use in the manual modes. You don’t have to press as many howevertons to change things. These two models are designed for serious amateurs to pros. The others are designed for the entry level person or serious amateur on a budget.
To clarify a couple of things. The 400D and the XTi are the same camera. They are just called different names in the US, Europe or Asia. The same is true for the XS and 1000D and the XSi and 450D. The XT is the oldest model and would be called the 350D in Europe.
In Japan they are called Kiss.

Start with the fully automatic setting and get familiar with the camera, then experiment with the aperture priority mode where you set the aperture and the camera sets the shutter speed to match.
